Eliot Ness, né le 19 avril 1903 à Chicago, décédé le 16 mai 1957, est un agent du trésor américain.
Sa grande détermination à faire respecter la prohibition à Chicago le place à la tête de l'équipe des Incorruptibles, qui livre une guerre sans merci à Al Capone, parrain de la mafia de Chicago (Chicago Outfit), de 1925 à 1932.
Ness est né à Chicago de parents protestants norvégiens, Peter et Emma Ness. Il fit ses études à l'Université de Chicago, dont il sortit en 1925 diplômé de droit et d'économie. Ness commença sa carrière comme enquêteur pour la Retail Credit Co. (compagnie de crédit) d'Atlanta. Nommé dans le secteur de Chicago, il fut chargé d'un travail de second plan. Il retourna alors à l'Université, où il se consacra à la criminologie.
