Issu d'une famille de marchand de drapier de Reims, Colbert sert d'abord dans les bureaux de la guerre, puis comme conseiller d'Etat (1649). A trente-cinq ans, il entre dans la maison de Mazarin et en administre les affaires avec une grande habileté et se fait ainsi remarquer du cardinal qui en mourrant le conseille à Louis XIV . Son efficacité lui attire rapidement les faveurs du roi et remplace Fouquet dont il a préparé la chute. Le roi qui a une grande confiance en lui, lui fait cumuler les charges, il est contrôleur général des finances c'est à dire à la fois ministre de l'économie, ministre du budget et ministre des finances.
